The GB Olympic cycling team was a surprise loser when the funding decisions for Toyko 2020 were announced and UK Sports chairman Rod Carr has warned the sport it could hand back money if it fails to fix its governance issues.British Cyclings Olympic programme has been given almost £4.3 million less than it received for its Rio 2016 preparations, a cut of 14 per cent. This is despite another dominant display in an Olympic velodrome and a total haul of 12 medals, including six golds.But those victories in Rio were the highlight of an otherwise difficult year for governing body British Cycling.The build-up to the Olympics was dominated by the exit of technical director Shane Sutton after he was accused of bullying, only for a fresh controversy to blow up in Rio with a row over Lizzie Deignans missed drugs tests.The Sutton case led to two internal reviews at British Cycling, the second of which found him guilty of using offensive language, a muddled decision which has left both him and the main complainant, former rider Jess Varnish, threatening legal action. Meanwhile, a UK Sport-led review into allegations of a bullying culture within cycling is expected to announce its findings in January.But worse followed after the Games when Olympic great Sir Bradley Wiggins was revealed to have received Therapeutic Use Exemptions [TUEs] for an otherwise banned anti-inflammatory drug before his biggest races in 2011, 2012 and 2013, including his historic 2012 Tour de France win for Team Sky.Since then two further stories have emerged which have prompted an ongoing investigation by UK Anti-Doping into claims of wrongdoing at British Cycling and Team Sky.The first relates to a package which was delivered to the Team Sky coach by a British Cycling employee at the end of a Tour de France preparation race in June 2011. This was shortly before Wiggins first TUE for triamcinolone but the team and governing body have denied the package contained the drug.The second is based on a claim by former Team Sky rider Jonathan Tiernan-Locke, who completed a two-year doping ban earlier this year, that the controversial painkiller tramadol was freely offered to the GB team ahead of the 2012 World Championships. The doctor that day was Richard Freeman, who then worked for Team Sky but is now at British Cycling.Wiggins, Team Sky and British Cycling all deny wrongdoing.Speaking at UK Sports London headquarters on Friday, Carr said: There are governance issues [at British Cycling] -- theres been an internal review and those matters have been made public, the performance director [Sutton] has gone and there may be some fallout from that.Then theres the independent review, which is near, and were waiting to see the outcomes of that. If those outcomes are such that it needs for us, as the government investment agency, to take some actions we will do but were not going to jump the gun.But governance, as weve seen, is a really important issue whether it be FIFA or the IAAF, and if there were issues in cycling it fundamentally undermines everything.If people dont believe what theyre seeing on the track -- if things are getting done in a way that we as the public think is untoward -- then its really bad news, so we take that very seriously.Carr, who leaves UK Sport after nearly four years in charge early next year, added that he and chief executive Liz Nicholl are keeping very close to British Cycling while the sport deals with its difficulties.He also explained that the issue of Wiggins disputed therapeutic use exemptions is primarily UKADs concern but said if there was found to be any breaking of the rules then we might well have a different opinion.Carr denied, however, that the Olympic squads Tokyo 2020 cut was a result of these governance concerns.
